Aim and Scope
“Legal Order and Legal Values“ - a scientific and practical peer-reviewed journal - is created to inform the readership about the latest achievements, topical issues and prospects in the field of jurisprudence. The publication is aimed at the development of cooperation between Russian and foreign scientists within the framework of the world scientific and information space.
Priority scientific directions in the field of jurisprudence, according to which scientific articles of the authors are accepted for publication:
- theoretical-historical legal sciences;
- public-law (state-law) sciences;
- private-law (civilistic) sciences;
- criminal law sciences;
- international legal sciences.
All articles are published in Russian and English and are subject to peer review.
The editorial policy of the journal in its work is based on traditional ethical principles of Russian scientific periodicals, supports the code of ethics of scientific publications formulated by the Committee on Ethics of Scientific Publications (Russia, Moscow), observes ethical norms of work of editors and publishers, enshrined in the Code of Conduct and Best Practice Guidelines for Journal Editors, Сode of Conduct for Journal Publishers, developed by the Committee on Publication Ethics (COPE).
The journal is addressed to those who develop strategic directions for the development of modern science: scientists, graduate students, teachers-practitioners.

This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Reviewing
All scientific articles submitted to the editorial board of the journal “Legal Order and Legal Values” undergo a mandatory double anonymous “blind” review. The journal's editorial board strives to conduct an independent review process in which reviewers are not familiar with the authors, are independent of the authors, and are not affiliated with the same institution. Manuscripts are sent to two reviewers for evaluation.
The review process includes the following steps:
- preliminary assessment by the editors of the quality of materials design, checking the compliance of topics with the scientific directions of the journal (no more than 2 working days after the manuscript is uploaded to the database);
- reviewing (about four weeks);
- revision of the article in accordance with the reviewer(s) comments, resubmission and evaluation of the material (if necessary);
- receipt by the author of a notification on acceptance or rejection of the article with the reasons.
Review Procedure
Each submitted manuscript is reviewed according to the following criteria:
- relevance of the topic;
- scientific novelty;
- correspondence of the content to the assigned topic;
- depth of disclosure;
- adherence to scientific style;
- literacy and consistency of presentation;
- correctness of design.
Reviewers are selected at the discretion of the Editorial Board and based on their competence in the subject area, lack of interest in the research, authors and/or funding sources. If such conflicts exist, reviewers will report them to the editorial office. Preference is given to reviewers who evaluate the submitted materials as objectively as possible. Personal criticism of the author(s) is not permitted. Any manuscripts received for review are treated as confidential documents.
Principles of reviewers' work
- Agree to review only those manuscripts for which the competencies required for the review and sufficient time are available.
- Maintain the confidentiality of the review and do not disclose any details of the manuscript or its review during or after the peer review process, except those published by the journal.
- Not use information obtained during the peer review process for their own or any other interest or that of the organization, or to the detriment of others.
- Declare all potential conflicts of interest.
- Not allow reviews to be influenced by the origin of the manuscript, nationality, religious or political beliefs, gender or other characteristics of the authors, or commercial considerations.
- Be objective and constructive in their reviews, refrain from hostile, provocative derogatory personal comments and from libel.
- Be aware that reviewing is largely a reciprocal process and fulfill their role in the process in a timely manner.
The average review process takes about 4 weeks. The time from manuscript submission to publication averages 90-120 days.
Ethics of scientific publications
The journal “Legal Order and Legal Values“ adheres to the recognized international rules regulating ethical relations between all participants of the publication process: authors, editors, reviewers, publisher and founder when making decisions and resolving possible conflicts.
The provisions listed in this section are based on the recommendations of the Committee on Publication Ethics (COPE), Publication Ethics and Publication Malpractice Statement by Elsevier, Principles of Transparency and Best Practices in Scholarly Publishing.
EDITORS' DUTIES
Decision on publication
The Editorial Board of the journal “Legal Order and Legal Values“ is responsible to the authors, reviewers, readers and scientific community, to the founder and publisher, as well as to the general public for deciding which of the manuscripts submitted to the journal should be published. When making a decision, the editors take into account the reviews of experts in the field of knowledge, are guided by the journal's policy, and respect copyright. Editors make objective decisions regardless of commercial considerations.
Fairness
All manuscripts are reviewed on the basis of intellectual content, without regard to the authors' age, gender, race, ethnicity, sexual orientation, nationality, or political preference.
Confidentiality and Conflict of Interest
All manuscripts submitted for review are strictly confidential. The Editor-in-Chief and any editorial staff member will not disclose any information about a submitted manuscript to anyone other than the authors themselves, reviewers, potential reviewers, and editorial advisors. Editors or reviewers do not use submitted material in any way without the consent of the authors. Editors do not work with articles for which they have a conflict of interest.
Conflict situations
The editors of the journal will make every effort to resolve a conflict situation that arises in the course of their work.
Significant errors in published works
If a significant error or inaccuracy is found in a published paper, the Editorial Board of the journal will work and cooperate with the author to review or correct the necessary information. If this correction in the manuscript or related article is accepted as appropriate, the editors reserve the right to correct the published material and make a statement to this effect. The Journal Editors will publish information about corrections, retractions, and withdrawals of articles when such a need arises.
Addressing unethical behavior
In dealing with unethical behavior, the editorial board relies on guidelines and recommendations provided by the Committee on Publication Ethics (COPE).
Retraction Policy
“Legal Order and Legal Values” follows the COPE retraction guidelines.
Disclosure Policy and Conflicts of Interest
Unpublished material submitted to the publisher is never used by the editorial board for its own research purposes without the written consent of the authors. The journal editors do not publish the final version of an article without its agreement with the authors.
AUTHOR RESPONSIBILITIES
Requirements for manuscripts
Authors of manuscripts should provide reliable results of the work done and an objective discussion of the significance of the study. The data underlying the work should be presented competently, without errors or inaccuracies. The work should contain a sufficiently detailed description of the experiments performed and bibliographic references for possible reproduction. False or knowingly erroneous statements are unacceptable and are perceived as unethical behavior.
Correspondence with reviewers
Authors should correspond correctly with reviewers through the editors and respond to comments and remarks if they arise. Authors should correct the data presented in the article if necessary.
Data access and storage
Authors may be asked for raw data relevant to the manuscript for the review procedure (if necessary). In addition, the authors should be prepared to provide public access to this kind of information (according to ALPSP-STM Statement on Data and Databases) if possible, to retain these data for an adequate period of time after publication.
Originality and plagiarism
Authors should make sure that they present completely original work and, in case of using works or statements of other authors, they should indicate appropriate bibliographic references or excerpts.
Authors should correctly cite their previous work, avoid self-plagiarism in the manuscript and artificially increasing the volume of publications (salami-slicing).
Multiple, redundant and simultaneous publications
In general, an author should not publish a manuscript describing the same study in more than one publication. Submitting the same manuscript to more than one journal at the same time is unacceptable and is perceived as unethical behavior.
Recognizing primary sources
The contributions of others should always be recognized. Authors should cite publications that are relevant to the work presented.
Disclosure Policy and Conflicts of Interest
All authors are required to disclose in their manuscripts financial or other existing conflicts of interest that could be perceived to have influenced the results or conclusions presented in the paper. All sources of financial support for the project must be disclosed.
Authorship of the publication
All co-authors must be in agreement to submit the article to the journal.
Only individuals who have made a significant contribution to the formation of the work, design, execution, or interpretation of the research presented may be authors of the publication. All those who have made significant contributions should be designated as co-authors. Where research participants have made significant contributions in a particular area of the research project, they should be identified as significant contributors to that research.
Before the final version of the article is accepted for publication, the author and all co-authors must approve the final manuscript that has undergone literary editing and translation.
Changes in authorship
Changes in authorship or co-authorship information cannot be made after acceptance and publication in the online version.
If there is a need to make changes in authorship information, the following information should be provided to the Editorial Office:
- Reason for adding or removing the author(s);
- Written confirmation (scanned document sent by e-mail) in which all authors agree that this operation adds or removes a person's name from the list of authors.
- The Editorial Office will then notify the author to be added or removed from the list and request their consent.
The application will not be considered if the requests are sent by the wrong author.
Originality and plagiarism
Authors must submit the original written version of the paper. If the work or statements of other authors are used, the citation of the work should be brought in accordance with the citation instructions. If ideas (figures, photographs, tables, calculations, other illustrative material) of other authors are used, their written consent is required.
Plagiarism in all its forms represents unethical behavior, is unacceptable and the author who allowed plagiarism in his work, in the future will not be able to submit manuscripts to the journal “Legal Order and Legal Values”. The Editorial Board reserves the right to check each paper for plagiarism. If the work does not pass the check for illegal borrowings, the Editorial Board notifies the author and rejects the manuscript.
Significant errors in published works
If an author discovers significant errors or inaccuracies in a publication, he or she should inform the Editorial Board of “Legal Order and Legal Values“ and work together to withdraw the publication or correct the errors as soon as possible.
Copyright
The author must guarantee that the submitted manuscript:
- Is an original work that has not been previously published;
- is not being considered for publication elsewhere;
- has been approved by all co-authors, if any;
- has been approved by the responsible institution where the work was done.
The authors certify that the article contains no unsubstantiated or illegal claims and does not violate the rights of others. If the article includes copyrighted works, the authors are responsible for obtaining written permission from the copyright owners. The corresponding author who signs the consent warrants that he/she has full authority to do so on behalf of the authors.
RESPONSIBILITIES OF REVIEWERS
- Agree to review only those manuscripts for which the competencies required for the review and sufficient time are available.
- To respect the confidentiality of the peer review and not to disclose any details of the manuscript or its review during or after the peer review process, except those published by the journal.
- Not to use the information obtained during the peer review process for their own or any other interest or that of the organization, or to the detriment of others, not to share the article and the data it contains with third parties.
- Declare all potential conflicts of interest.
- Not allow reviews to be influenced by the origin of the manuscript, nationality, religious or political beliefs, gender or other characteristics of the authors, or commercial considerations.
- To be objective and constructive in reviews, to refrain from hostile, provocative derogatory personal comments and from libel, not to draw conclusions about the quality of the article based on subjective data: personal attitude to the author, his/her gender, age, religion.
- Take into account that reviewing is largely a reciprocal process and fulfill their role in this process in a timely manner.
RESPONSIBILITIES OF THE PUBLISHER
- The publisher should support scholarly communications, invest in the publication process, and be responsible for ensuring that all up-to-date guidelines are followed in the published work.
- The publisher should not influence the editorial policy of the journal.
- The publisher should provide legal support to the editorial board of the journal when necessary.
- The publisher should be fully responsible for taking precautions against scientific misconduct, fraud and plagiarism.
- In case of proven scientific misconduct, fraudulent publication or plagiarism, the publisher in close cooperation with the editorial board should take necessary steps to resolve the situation and make changes. The publisher shall publish revisions, clarifications and withdraw articles in which scientific ethics violations or critical errors have been identified.
- The publisher should ensure the timeliness of the next issues of the journal.
- The publisher should strive for the permanent availability and preservation of scientific research and ensure accessibility by collaborating with organizations and maintaining its own digital archive.
ETHICAL VIOLATIONS IN THE CONDUCT OF SCIENTIFIC RESEARCH
Ethical violations in the conduct of scientific research include fabrication, falsification of theoretical and experimental data, and manipulation of citations and plagiarism. When authors are found to have engaged in the listed research misconduct or reporting of results, the editors use COPE 's best practices to resolve any complaint and treat the misconduct appropriately. In this case, the journal editors review the manuscript for ethical violations and, if any are found, reject the manuscript. If ethical violations are found in an already published article, the Editorial Board publishes a retraction with reference to the original article or, if necessary, the article undergoes a retraction procedure.
DATA SHARING AND REPRODUCIBILITY
The journal's policy on data sharing and reproducibility is based on the guidelines of the Committee on Publication Ethics (COPE).
The journal strongly encourages authors to include as supplementary materials data sets or code, if available, that demonstrate the results of the article. The journal's policy encouraging authors to share and make data public may be applied only when it does not conflict with the protection of subjects' rights or other valid privacy considerations. Authors are also encouraged to reference the data and provide a data accessibility statement at the end of the manuscript.
Data availability statements (also sometimes referred to as “data access statements”) tell the reader where the research data associated with the publication are available and under what conditions they can be accessed. They also provide references (where applicable) to the dataset.
ETHICAL CONTROL
Ethical control includes, but is not limited to, consent to publication. The journal's editorial board operates within a framework of adherence to ethical principles and the Declaration of Helsinki. Any scientific article describing research involving humans and animals must include a statement of informed consent. Written informed consent for publication must be obtained from identifiable human participants.
For research involving animals, written informed consent must be obtained from the owners of the animals (or the owner's authorized representatives).
The Journal Editorial Board considers appeals from the Committee on Ethics and Oversight of Professional and Scientific Activities concerning non-compliance with ethical principles by our authors, any appeals if they are justified and non-anonymous.
INTELLECTUAL PROPERTY
“Legal Order and Legal Values“ is an open access journal in which materials are published under a Creative Commons Attribution 4.0 (CC BY) International License . Under this license, readers of the journal are free to adapt published material and distribute it for non-commercial purposes, provided that “Legal Order and Legal Values“ is properly cited. The journal follows the COPE recommendations on intellectual property.
OPTIONS FOR POST-PUBLICATION DISCUSSIONS
The editors of the Journal of “Legal Order and Legal Values“ open dialog and constructive engagement with our readers. We welcome discussions, feedback from readers on articles published in our journal and believe that post-publication discussions contribute to the dissemination of knowledge and foster a vibrant academic community. Borrowing and plagiarism
The editorial board of the journal “Legal Order and Legal Values” when reviewing an article check the material using the Antiplagiat system. In case of detection of numerous borrowings, the editorial board acts in accordance with the COPE rules.
Preprints and postprints posting policy
In the process of article submission the author needs to confirm that the article has not been published or accepted for publication in another scientific journal. When referring to an article published in the journal “Legal Order and Legal Values”, the publisher asks to place a link (full URL of the material) to the official website of the journal and DOI.
Preprints are published under the CC BY 4.0 license.
For consideration in the journal “Legal Order and Legal Values” are allowed articles previously posted by the authors on personal or public sites, not related to other publishers.

Combating unethical behavior
Anyone can report suspected unethical behavior or any misconduct to the editor-in-chief or the editorial board at any time by providing the necessary credible information and evidence to initiate a review.
During the verification process, any evidence shall be treated as confidential and shall be provided strictly only to those persons involved.
If, at the end of the verification, it is determined that misconduct has occurred, it is classified as either minor or serious.
Minor misconduct (not affecting the integrity of the article and journal, such as when there is a misunderstanding or misapplication of publication standards), will be dealt with directly by the authors and reviewers without involving any other parties.
The procedure includes:
- sending a warning letter to the authors and/or reviewers;
- correcting the article, e.g. when sources properly cited in the text are excluded from the reference list;
- publishing a list of errors, e.g. if the error was made by the editorial staff.
In cases of serious violations, the editorial board may take various measures, which include:
- publishing an official announcement or editorial describing the misconduct;
- officially informing the author/reviewer's affiliated institution;
- formally announcing the removal of publications from the journal in accordance with the retraction policy;
- a ban on submissions from an individual for a specified period.
The above actions may be taken separately or jointly. If necessary, appropriate expert organizations, bodies or individuals may be consulted in the resolution process.
In dealing with unethical behavior, the editorial board will rely on guidelines and recommendations provided by theCommittee on Publication Ethics (COPE).
Appeals and complaints
Complaints are addressed to the Editor-in-Chief and reviewed by the Editor-in-Chief, who may refer them to the editor or a specialist who worked with the article to find a decision on the complaint.
Appeal against the decision to reject an article on scientific content. The Editor-in-Chief considers the authors' arguments stated in the complaint and sends the materials to the reviewers for consideration. The reviewers make a decision in the following options: “The rejection decision should remain in force”; ‘Another independent opinion is required’; ‘The appeal should be satisfied’. The applicant shall be informed of the relevant decision. The decision on the appeal is final.
Complaint about the implementation of individual procedures. The Editor-in-Chief considers the complaint on its merits and, based on the results of the analysis, makes a management decision, which is communicated to all interested parties in writing or by e-mail.
Publication Ethics Complaint. The Editor-in-Chief, when considering complaints about violation of publication ethics, is guided by the principles set forth in the Publication Ethics and Editorial Policies and developed on the basis of the Committee on Publication Ethics (COPE) standard and Principles of Transparency and Best Practice. In difficult cases, the Editor-in-Chief may bring the issue to the discussion of the Editorial Board of the journal. The decision on the complaint is made collegially and documented.
Article Retracing Policy
This section has been prepared on the basis of the Association of Science Editors and Publishers (ASEP) Rules for Retraction of an Article from Publication and describes the procedure for retraction of an article when irregularities are detected in published materials
Retraction is a mechanism for correcting published scientific information and alerting readers that a publication contains serious flaws, erroneous data that cannot be trusted, cases of duplicate publications (when authors present the same data in multiple publications), plagiarism, and concealment of conflicts of interest that may have influenced the interpretation of data or recommendations for their use.
Grounds for withdrawal of an article:
- detection of plagiarism in the publication;
- duplication of the article in several publications;
- detection of falsifications or fabrications in the work (e.g., falsification of experimental data);
- detection of serious errors in the work (e.g., incorrect interpretation of results), which casts doubt on its scientific value;
- incorrect composition of authors (there is no one who is worthy to be an author; persons who do not meet the criteria of authorship are included);
- hidden conflict of interest (and other violations of publication ethics);
- republication of the article without the author's consent.
Retraction of an article is carried out upon an official request of the author(s) of the article and/or the editorial board with a motivated explanation of its decision, as well as by the decision of the journal editorial board on the basis of internal expertise.
The author(s) are obligatorily informed of the decision to retract the article, including the rationale for the retraction.
The article and the description of the article remain on the Internet site of the journal as part of the corresponding issue of the journal, but the electronic version of the text is labeled RETRACTED and the date of retraction, the same marking is put with the article in the table of contents of the issue.
Information about retracted articles is transferred to the ANRI Council on Ethics of Scientific Publications (for entering information into the unified database of retracted articles) and to the NEB (elibrary.ru) (information about the article and the full text remain on elibrary.ru, but are supplemented with information about retraction. Retracted articles and references from them are excluded from RSCI and do not participate in the calculation of indicators).
