Yulia I. Isakova was born on January 7, 1982 in Rostov-on-Don. In 2004, she graduated from Rostov State University with a degree in Jurisprudence. From 2004 to 2007, she studied at the Rostov Law Institute of the Ministry of Internal Affairs of Russia in absentia. From 2009 to 2014, she was a full-time doctoral student at the Southern Federal University. From 2003 to 2013. - From 2003 to 2013, she was an assistant judge of the Rostov Regional Court.
